THIS IS AN ELIGIBLE EXPENSE UNDER SECTION 5338(C) WHICH ALLOWS FOR THE USE OF OVERSIGHT FUNDS TO OVERSEE THE CONSTRUCTION OF A MAJOR CAPITAL PROJECT.
